Agricultural clusters will manage water resources on leased lands in Uzbekistan

The government of the Republic of Uzbekistan has recently approved a resolution “On measures to further improve the water management system based on the experience of the Kashkadarya region.”

According to the document, state water facilities should be transferred to the management of agricultural clusters under agreements between them and the Ministry of Water Resources, reached through direct negotiations on the principles of PPP, Nuz.uz reports.

All internal irrigation and collector-drainage networks will be given to agricultural clusters for the entire lease period of the land plot where they are located for free. Still, agricultural clusters are responsible for their maintenance, repair, reconstruction, and modernization at their own expense. The decision on the transfer of internal irrigation and collector-drainage networks will be made by the Council of Ministers of the Republic of Karakalpakstan and regional administrations.

The Decree also approves the following documents:

The main indicators of internal irrigation and collector-drainage networks, which are provided to agricultural clusters for their intended use;

Forecast indicators of operational monitoring and implementation of a remote water consumption control system in the canals of the state irrigation system, issued to agricultural clusters for the land lease period on the basis of PPP conditions;

Action plan for the transfer of objects of the state water management to agricultural clusters on the basis of PPP according to the right of gratuitous use for the land lease period.

The regulation came into force on December 13, 2022.
